I don't see how they aren't. NFL has been rewarding Super Bowls to the new stadiums (Houston, Detroit, New York, Indy).
I don't know what's stopping the other cold-weather cities with newish stadiums from pursuing it (Denver, Seattle, Philly, Pitt etc.). The NY Super Bowl seems like it would have cleared they way for them.

Exactly. The NFL is opening up Super Bowls to northern teams. Seattle and Denver need to start bidding.
