The only wild card is the true brand recognition. I'm not impressed with the product at all.

Doesn't mean that GoPro will win those bids. Government bidding is a whole different animal. If someone can provide an even reasonable alternative to GoPro that is more cost effective or useful then GoPro won't get the contract

with a trailing p/e of 260 and 5 yr projected PEG of over 7, I'd say, yeah...they're WAY overvalued and prime candidate for a short, but I'm not one to bet against irrational exuberance, it can stay up as long as people want it to....
there's only so many of these cameras they're going to sell. for them to justify the stock price, they're going to have to diversify into surveillance, drones to mount cameras on, auto etc.
I wouldn't choose to touch it either way, but if I had to, I'd take a long term short
