Setting up a college fund

I am looking at setting up a college fund for my soon to be born son. I have looked at several options...529, VUL, etc... What would you recommend that has no penalties in case my son does not go to college or gets a full ride?

I myself don't know of any that have NO penalties ... even with a full ride there are expenses. Lap tops, supplies, living expenses (depending on your def of full ride). My oldest is a senior and starting college later this year ... hope that we can help him out some. The past year or so hasn't helped out 529 ... which by the way is through Edward Jones. Some on here do have the START plan through Louisiana but for some reason I just can't bring my trust levell up enough to let LA handle any more of my money voluntarily.

I do a 529 plan.

And I would NEVER do it through Edward Jones.
