Paying taxes on new vehicle purchased out of state

I'm trading something in and I have to register it and pay taxes in LA after I receive the new vehicle. Does the DMV only tax me on the negotiated price of the car minus the trade value?

I've heard of someone using KBB to determine the amount of taxes that should be paid. Is this the case only when re-registering a current vehicle, or purchasing a used vehicle?

when registering a vehicle that you already owned

used goes by purchase price

I just bought a truck out of state and was charged taxes on the vehicle price minus my trade value.

Example.

Value: 30k
Trade: 15k
Diff: 15k
Taxes: 1.5k (10% on 15k)
