So over here in Houston, Mattress Mack, owner of Gallery Furniture, is doing a promotion where if you buy $7k worth of furniture and the price of oil is above $85/barrel on 12/31 then you get it free. My question is where did he grab the $85 number ?

I love Mack. Great story, great guy, great citizen. All of my living room and master bedroom furniture came from Gallery about 10 years ago, it's moved twice, still in great shape.
He does these things from time to time. 7K of furniture is a lot, so it brings in business. And he's insured.
Usually he does it around a game, and it's pick which side you think will win, and that one gets the money back.
This is more interesting, because if oil stays low, he is only out his premium, and if oil is above that price on that day, he's out his premium and deductible, but he's still sold a lot of furniture he might not otherwise had.
