Is now a good time to buy Banking sector focused funds?

I know little about this but understand that what heads on CNBC and Bloomberg say may come with the baggage of their own personal interests, but some are saying that Fed tapering and imminent increases in interest rates will help that sector take off. True or are there other mitigating factors? Has the majority of the improvement already happened? Thanks.

I've got investments in some of the larger more popular funds. I was just wondering about the banking sector for a small percentage of my investments overall.

Do not do this. Leveraged ETFs are not investments, they're meant for day trading.
