It cost $300 to have an actuary determine the lump sum cost to purchase 4 years towards retirement credit. Is there a rough idea on how to calculate that sum before paying the actuarial fee?

Are you a federal employee buying your military time back?

Be more specific. If you are a fed, no need to spend money on an actuary. Just send DD214 to OPM in accordance with the instructions that can be found on google.

Bought back 7 years here at the Post Office via OPM, paid 3% on total amount that was earned during active duty. No regrets, this will allow me to retire sooner.

Same boat as you. What advantage do you get for buying back military time as opposed to just buying time? From everything I've read, it is basically the same thing. Am I missing something?
