Why not Rungrado May Day Stadium? It has a capacity of 150K.
List of largest Stadiums by capacity I was impressed that out of the entire world we were #16. Geaux TS.

The SkyDome is completely out of the question. Ike is projected to make landfall as a hurricane and then begin the long journey across the country. It will be downgraded to a tropical storm, then a depression, then a tropical wave, then a disturbance, and will then arrive in Toronto as Pussy-arse Drizzle Ike.
