What the spread and #4 rank mean

The playoff is as much about TV ratings and betting money as anything else. TV runs football and ratings run TV. Nothing is as certain as the broadcasters wanting maximum ratings which means the broadest audience possible interested in the playoff match ups.
I am willing to wager that Gump football TV ratings are among the best in the country. This probably explains why they are ranked #4. The committee has more latitude than a rogue DA in deciding who is in and who is not. It can use such vague terms as "eye ball test" as a deciding factor. If you do not believe me, then ask yourself why UF is ranked lower, by a lot, than 'Bama and Notre Dame? No way ND should be in the top 10 imho.
'Bama and OSU are also favored on recent past performanc in my opinion which is not supposed to play a part in the deliberations.
Most people understand that ND has the largest and most vocal fan base in the country. NBC carried all of their games for years when the team was, well, less than wonderful.
The line means that a lot of money is put on 'Bama and is, again, consonant with big money backing the Tide. My point is that all of this could result in some very curious officiating. We will all find out Saturday.

Shouldn't an impartial selection committee issue its rankings impartial to television ratings?

No. Not sure what you mean exactly, but ratings will factor hugely in deciding the playoff bracket.

We were told that the selection committee was supposed to be this think tank that existed in a vacuum with no purpose but to select the four best teams in CFB. On those merits, TV ratings really shouldn't (not to be confused with won't) influence those assessments.

Well, TV controls all because of the money involved. It would be interesting to see how LSU TV ratings compare to those of 'Bama. The Notre Dame 'effect' should remove any doubt about ratings. No way NBC carries those crap games unless they could sell advertising.
