Yeah and….
1. How many players are on the roster that didn’t play in that game?
2. How many transfers did we bring in?
3. How many freshman did we sign?
Our roster isn’t close to 38 right now. We had 38 for a meaningless 6-6 bowl game

Its not at 85 either...we are still not back to full scholarship levels...I believe we sit at 72, which is only 9 more than FCS levels...

You think you can fix a 38 man roster and a total coaching overhaul in 1 offseason?

The point is that the bulk of this roster is a patchwork job. And the players that were here before weren’t really coached that well.

And that was going into the season. We lost Smith for the season in the beginning of the first game so that's 70. It only goes down as the season goes on. Which is why sitting at 71 compared to the 85 everyone else is at matters when you're talking an entire season because people with 85 are better equipped to handle the inevitable injuries that comes with an entire football season. May also play into personnel on special teams if there's any truth to not playing some guys that normally would play special teams in a normal year.
Not that that excuses muffing punts and kickoffs but may explain some blocking issues on FGs and PATs in the first game

From what they put on the field last game it does not look like the coaching has improved any from the bowl game!

Hilton out for the year, too. Ibieta has been battling a concussion since early in the year. Goodwin is still out. Burns is out.
66 with those out, and there are probably more we don’t know about.. We are basically down a whole recruiting class compared to everyone else.

The only thing anybody will ever remember is the score.
Should have just canceled the game.

We had 77 scholarship players at the end of January with the ability to add 7 more for a total of 84. We had 52 scholarship players return from last year.
article on returning scholarship players.
Note that Perkins and Daniels were added after the article was written.

But..but...why isn't Jontre Kirklin the starting QB for the Tigers?

Probably basing that on the 247 Team Talent Composite.
247 isn’t always 100% accurate though. Sometimes they will miss walk ons that have been awarded scholarships, for example (to be fair it can sometimes be difficult to find that info even when you are looking for it).
That being said, we have lost several players since that 247 article you posted:
Myles Brennan
Tre Bradford
Corey Kiner
Soni Fonua
Joseph Evans
Josh White
Phillip Webb
Jordan Toles
I might be missing some. So I think 71 is probably close.

Tennessee played an entire year with 56 on scholarship last year. By time injuries, UT had less than 50 available scholarship players last year for entire year.
