There will be three contract bowls -- the Champions Bowl, which is a partnership between the Big 12 and SEC, the Rose Bowl, which has a longstanding tradition between the Big Ten and Pac 12, and a bowl to be determined for the ACC, which is likely to continue its partnership with the Orange Bowl.

The three other bowls, called "access bowls," have yet to be determined, but the decision will force the Sugar Bowl and Fiesta Bowl to become bidders

So the Rotation of the Sugar, Orange, Fiesta and Rose is over.

Does this mean the Sugar Bowl won't host the National Title in the new system?

Looks like you are working off an old article. The bottom of the playoff site has the rotation. The Sugar is in the semi-final rotation. The championship game is separate and bid on by city. New Orleans was outbid by Glendale for the '16 game. Tampa got the '17 game and New Orleans didn't bid on that one.
