So, the proactive thing was move the games up

Start at 11am like other regionals are doing today. But the ncaa as usual would rather be reactive than proactive when it comes to the baton rouge regional

judging by forecast, there is better chance of a clean 3 hour block between 2 and 5 than there is between 11 and 2

Virginia moved theirs up to 11 AM local time, but I think the others were already scheduled for earlier starts.

It isn't/wasn't about the forecast specific to a time. Move the games up, and you give yourself more of a window to get games in, whether it rains at 11, 1, or 3 pm. By moving it up to 11am, even it started downpouring then, you can still probably start close to your regular start time.

This weather is so unpredictable it didn't really matter. We are just a few hours away and there is still a chance that area misses the most of it, and they get games in easily. There is also a chance that they don't play any games at all.
Just have to wait and see. It will all work itself out.
Either way, I'm leaving work at 1 and going cook and open my first beer at around first pitch. The weather will determine whether or not I'm up till 3, drinking 20 beers, or I drink a 12 pack and I'm in bed by 11.

Everyone always has the right answers here. Why aren't you in charge?
When do you think this crystal ball decision should have been made to start at 11:00? Do you think it would have been the right thing to call the teams at 8:00 this morning and tell them to get their asses out of bed and be at the park at 11:00 instead of 2? What would you have done, since obviously everything the decision makers do is always wrong.
The game times are set. Either it will rain or it won't. If it does, they will wait for it to stop. Barring a phone call from God or the resurrection of Nash Roberts (the old timers and New Orleans folks will get that), there was no exact way to predict if it will rain at 11:00, 1:00, 3:00, or when. So save the "everybody always makes the wrong decision" whining for another time. It's played out.

Yesterday, when it was obvious the weekend would be littered with scattered showers throughout. That type of forecast should warrant this in most situations, not just when regionals start.

According to this article, LSU was opposed to moving the game times. Maybe the NCAA makes the final decision, but I'm sure strong deference is given to the host team. Otherwise, it would make no sense for the NCAA to allow the time changes in the UVA regional, but not the LSU regional.
