Because it is run by an organization that relies on coin flips to determine home/away teams instead of the much more obvious seeding.

NCAA Elite 8 is game after Sweet 16. Can't re-seed because of travel considerations.
College World Series is a 10 day double elimination tournament that has no travel considerations for fans.
And there is no reason to assume Baseball should be like Football or Basketball....they don't mind making their championship double elimination and best 2 of 3.
