yes whomever sees the balk can make the call in general but in order of importance and
first lines of site becsuse of certsin angles based on the position the umpire is in ,i explained pretty much the basics for you bro... lol...say what you want but you do not know what your saying lolol...and any hs, aau college aged or college umpire who reads this knows exactly wtf im saying and ur just barking up the wrong tree....maybe a hug perhaps will make you feel better? good luck and peace!

Watch Clayton Kershaw. Changes the length of the pause with his foot in the air during almost every at bat. Never gets called for a balk. Guess MLB ignores this rule just like they ignore the written strike zone.
