Those are Air Force WC-130s. They are not Navy aircraft.

Interesting side note his grandfather was a B17 tailgunner in WW2 shot down over Germany parachuted out broke his leg and ended up a POW. He had a successful car dealership and his own airstrip and a fine arse Beechcraft Bonaza, had the honor of flying with him when I was a teenager and 30 plus years later it still gives me goosebumps, Luke's family are good people.

P-3's are commonly used to for weather reconnaissance
