I think you are misunderstanding these numbers. There are 1,000 NEW season tickets coming up this year that have not already been allocated. I believe these are the corner end zone seats that were previously visitor seats. All of the season tickets in the expansion were allocated last year, so none of those seats are part of the 1,000.
