Not sure you really want to make this argument. A number of northern states and California have as many or more African American residents as many of the southern states, including Louisiana. I don't see that the proportion of African Americans in the population really has any impact on the issue. More important might be the number of African Americans who participate in high school football. But it isn't the proportion of African Americans in the population that matters.
