This whole thing is getting blown out of proportion and people are trying too hard to justify their positions.
If you're at all objective, this is the reality of the situation:
1) Wisconsin's D'Cota Dixon was not taunting anyone. He was running with the ball, celebrating his interception that sealed UW's win. That's it. Players on both sides similarly celebrate each tackle or other big play. It wasn't excessive. He didn't do anything to deserve a cheap shot.
2) It was a flagrant foul and was appropriately flagged. End of story.
-- It's not impossible that in the heat of the moment... with a shred of uncertainty, Boutte was just following through to take down the ball carrier. I've been in a lot of training scenarios (sports & military) and there is sometimes that one guy who just loses perspective for a moment and carries on a little too far. It really does happen. If this is the case, the flagrant foul call and one game suspension is appropriate.
-- If Boutte, in a moment of impassioned frustration, followed through with crashing into the ball carrier to knock him down, the flagrant foul call and one game suspension is appropriate.
What I do not see in any way is an objective intent to injure a player the way you see some cheap shots where someone maliciously stomps a leg or similar. Boutte just runs up and plows into Dixon at shoulder level. No more, no less.
It was called on the field correctly. It has been assessed afterwards correctly. It is meaningless to try to spin it into an unfortunate accident that doesn't merit a suspension at all. It is equally meaningless to spin it into meaning Boutte has a questionable character.
3) Screw ESPN and their opinion. They're only talking about it to fill airtime. It was clearly a blatant foul in the heat of the moment, intentional or not, and it was called fairly and correctly. That's it. There is no more story here.

One game for that horrendous cheap-shot is the kind of discipline that would even embarrass a thug-enabler like Tommy Tuberville.
