I just hope college football doesn't become like pro ball and get hopeless mired in the rules. You gotta be a friggin' lawyer to follow the pro game.

Agreed, because this is NCAA football. I'm absolutely positive LSU won't have these rules cost them one or 2 games in a SEC. Because SEC football referee's are the best of the best of the best!

Offense can decline in that situation.

Its to prevent a losing defense from slowing down the offense's ability to run the clock out with the lead.
