"A 15-yard unsportsmanlike foul will be called on players who push or pull opponents off piles -- for example, after fumbles." Expect to see a lot of flags fly early in the season as players adjust to this rule. This is a shrewd move from the NCAA rules panels; post-fumble scrums have been guaranteed chippiness-generators in recent seasons.

"Instant replay reviews will be allowed to see if a kicking team player blocked the receiving team before the ball traveled 10 yards on onside-kick plays." And onside kicks get that much more incrementally difficult (again).

"If a helmet comes off a defensive player in the final minute of a half, 10 seconds will be run off the game clock, and the play clock will be set at 40 seconds. Previously, the play clock was set to 25 seconds." Wait, so if Team A is driving for a game-winning field goal down two points with seven seconds to play, and a helmet pops off a defender from Team B, Team B automatically wins the game? And this was already the case last year? Are coaches in Team B's position going to order every defender on their team to loosen their chinstraps with the game on the line?

I read something on twitter about a new rule for--No more rolled up or "crop top" style jerseys. I guess no more Hawkins belly

I assume there is some sort of common sense ruling in that case. It sounds like the intent is designed for when the defense is trailing and the offense is trying to run out the clock. Previously the defense could have "lost" their helmet and the offense only would have been able to run off 25 seconds instead of 40.

Don't freak out about the runoff, it will be like penalties late in the game with the clock running, the opposing team will be able to decline the run off.

I assume since it's a penalty on the defense, this can be declined by the offense if they are the ones losing. This will only be applied when the offense is winning. Previously, if the offense was trying to run the clock out, a defender losing his helmet caused the play clock to go to 25, which reduced the amount of time the offense could run off the clock.

Weren't we the first team penalized for taunting on a TD and having the TD removed? The Brad Wing TD vs. UF?

Actually, that was already called a few years ago at the end of the Capital One Bowl--Penn State players were delaying the game by slowly getting off the piles, while LSU players were trying to get them to unpile. The refs DID NOT penalize Penn State for delay of game, but did penalize LSU. It was at this point when I realized there was an edge given to Penn State by the refs in that game...

I actually like it. The defense used to benefit from this if their team is losing (saving 15 seconds). Now they won't be able to save those 15 seconds as the play clock will be reset to 40 and 10 seconds run off.

If the offense is losing, then decline the penalty.

This is has been a rule for awhile but it's never really been enforced. I guess it will just depend on if the refs feel like being douchebags or not.
