Actually there was quite a big "rule change" made years back. Once upon a time there was no "double bonus" in either CBB or the NBA.

Non-shooting fouls were all "one and ones" thru the end of the game no matter now many team fouls there were.

The rule making all fouls "two shot" fouls after 10 team fouls, no matter if there were shooting fouls are not, made a big impact on the end of games. It was much worse before than it is now!

The rule change greatly reduced the effectiveness of "fouling to facilitate a comeback strategy".

just yesterday Michigan st was down by 3 and Wisconsin had the ball with 18 seconds left ......state fouls their best free throw shooter (94 perc.) he misses on the front end of a 1 and 1 Michigan st gets the rebound and makes a 3 to tie.....

wisky ends up making a game winning shot at the end ....

It happens more than people think and makes the finishes of games better IMO ....

I've seen plenty of teams actually win games over the years by beginning to foul at the end of games....its part of the game

The difference is in the NBA they don't start fouling with almost 3 minutes left. The 35 second shot clock means you have to start fouling earlier. 35 seconds is too long for the college game anyway
