Having lived in SLC, it ain't gonna happen. Ute fans just don't have it in them.

They could rival top Pac 10 stadiums though.

One of the best short-term things you can do is focus on the student section. An active, large, and loud student section is always a great part of any SEC game, and I feel like that's something you can accomplish first. Come up with some unique chants, dances, and interactions with the band so the students aren't just sitting on their arse the whole game.

Traditions: if ya don't got em, start em.

The March down Victory Hill is one of the best pre-game traditions anywhere.

Music, if ya don't got it, create it.

When TGBFTL plays those four notes, I can't help screaming my head off. Utah needs something, anything, like that.

Tailgating, take whatever you have now, make it bigger. Start contests, give prizes. And have athletic officials roam around and meet and greet.

Good luck to the Utes!

It's cultural and unable to be recreated. Who knows all the dynamics involved but there's nowhere else like it, and I've been almost everywhere. Personally, I think it has to do with these variables:
LSU flagship school in LA
Small market share nationally-underdog mentality
Mardi GRAS atmosphere
Southern pride
Band vs piped in music
Many more.....
