No. They're not needed. But someone gets paid to convince people that it's necessary. They changed the bats in the name of safety, so I have a feeling they want to cover their asses with a study saying this doesn't "speed up the ball" but still allows it to carry further.
Another thing I saw at the end was the price difference of the MiLB ball. It's really not that much of a difference, if any, to cause any sports program to baulk at this.

I really don't understand what's so sacrosanct about the fences that they can't be brought in 5 feet.

The NCAA doesn't own the field at TDA. They used a lot of city/state money to build it and that money isn't paid off yet. 5 feet is a decent project that would require a rebuild/move of the entire outfield. It's not like the box with the fence separate from moveable stands.
