Collins Procedural Question

Assuming his innocence, can Collins refuse to sign and re-enter the draft next year?

no, I don't think you can reenter the draft. maybe there is a way sign for 1 year or sit out a year and then be able to sign next year at whatever price you can get.

So let's say he is picked in round three. Is he slotted for third round money under the cba or can he take the position he was a first rounder but for the uncertainty and should be paid as such?

He can demand whatever he wants but that team will be using most of their "rookie wage pool" to sign their first rounder, and second rounder I imagine. Teams only get a set amount to use on rookies. Every rookie contract is 4 years, period. First round picks get a 5th year option.
edit: I just found this on sbnation: If a rookie were to choose not to sign for the entire season, they would be eligible to be drafted in the following draft by any team other than the original drafting team.

If he is drafted and plays in the CFL the team that drafts him still retains his rights for three years

So is there a definite answer. If he is not drafted until late, can he refuse to sign and re-enter? I might do this, because of the guaranteed money where he should be slotted.Maybe he could be a grad asst. at LSU and work hard to stay in shape.

No way he could get that because of the slotted pay scale. Not to mention like someone else the can of worms that opens. The only thing he could do is try to get damages for being slandered if he really is completely innocent. But you'd have to prove purposeful malicious intent and I don't see any way that's possible. He really just got screwed all the way around and has to hope someone takes a chance in the 2nd or 3rd so he doesn't free fall.
