Are the football scrimmages scripted?

A couple things come to mind in recent years. Mettenberger long TD pass was an obvious set up. Two years ago there was a lot of buzz about the Jennings spot on pass to the back shoulder on man to man coverage. I remember Blue wrecking shite in the spring games but never being a full time starter. Obviously spring practice improves the players, but is the spring game just a load of bullshite to wet the lips of the fanbase and to throw off future opponents?
