no... b/c that phrase is only used when it's a situation like tonight... 1 pitcher goes 9 innings and doesn't allow a run (that's the statistical terminology)

it's not a complete game shut out if it's a combined shut out

but it's impossible for a pitcher to pitch a shutout without pitching a complete game.
