I think it is delusional to say that most 18 year olds would talk a 14 year old into performing oral sex on himself and a friend at school while videoing it.

I agree with this.
As a practical matter, I think the taping of it is the biggest legal problem he will have. If he did it, I think a judge would go lenient on him. Probation or CS. But when you video a minor performing a sex act, you have child porn laws to deal with.

Remembering back to my senior year in HS, I know for a fact that having any sexual contact with freshmen was taboo. If it happened, no one bragged about it.

This. With the exception of a small handful of chicks, most highscool freshman girls actually either look or act like kids. Maybe this one girl was one of those exceptions but he had to at least know that she was a freshman.
