How do these football recruiting sites work?

How does rivals or 247 first notice a kid and upload stats and measurables, especially when they're in 8th or 9th grade? HS coaches? College scouts? Parents making YouTube vids?

Typically the athlete will put his on profile up on Hudl and the recruiting sites will take the measurables posted on there. I'd imagine there's a lot of embellishing in those numbers. Once they actually hit the camp circuit, the measurements are more legit.
