I would say boxwood but I can't tell if there is serration on the leaves. If there is serration then it's compact holly or dwarf yaupon holly

That whitish underside of leaves—looks like eleagnus. Second only to boxwood as a non-flowering, always needs to be pruned, useless shrub.

Yea, I was looking at it on my phone earlier but now looking at it on my big screen those leaves are bigger than boxwood or compact holly leaves so its not one of those.

Looks like boxwoods to me. You can shape those up and they will look great
