Anyone know of a place in the BR area that will mount mower tires?

Are you capable? There's a trick to putting tubeless tires on a rim that involves using a ratchet strap.

That ratchet strap trick is for tires already mounted. He needs them mounted on the rims.

I need the old dry rotted rear tires off and the new ones on. I’ve broken the old bead and have the rim about 1/4 of the way out but just can’t get it out. Watched a couple videos that made it look easy but the rim just won’t come out.

Doing this yourself is damn near impossible unless you have got the right tools and know the right techniques. Just call your lawnmower shop and ask them who they use.

a small tire repair place might do it for you but most tire repair places wont want anything to do with it

Phillip at allied tires on staring used to do them for you. Phillip has since moved to Ragusa on government street. They have the equipment and knowledge to do it there so give him a call and he can get it done for you.

I took my to a small local tire shop last year and they swapped mine out for me. Took 15 minutes and cost $20.

I assume it's not the front tires? I just had to replace a tire yesterday on the front of my rider and it was pretty easy once I untangled the ratchet strap from the rat's nest of straps that I have in my garage. Guy is cringy as all get out but this is a great video of how to get the bead to seal; I did the same thing with a rear tire a couple years back when I patched a leak which was the same process, albeit much scarier when the bead popped/set on the rim.
