I just had an electric water heater swapped out with a propane one. I want to lockout the water heater breaker to prevent it from accidentally getting turned on.

What do I get? I don't need to put an actual lock on it.

Just remove the breaker and cap the wires if they’re unused. Ideally you’d remove the wires too, but at a minimum disconnect everything.

Why not just disconnect & tape up the two wires connected to the breaker

Instead of trying to pull the wires, just pull the breaker for it.

pull the breaker but leave the wires tucked away with a note taped to them explaining why it be the way it be.

Pull the breaker, wire nut the wires. Install blank covers for the panel, where the breaker was. If in BTR, let me know, I have an electrician that can do this, very reasonable.

Was the water heater wired directly or was there an outlet with a cord and plug from the heater?

If there is an outlet there now, just leave it. If it was wired directly, you could just put the wires in a box and either cap them and put a cover on the box or put the appropriate outlet there for future considerations.

If in BTR, let me know, I'm a licensed contractor and I'll do it for a cold beer.

Mine doesn’t drink. Oh, an my painter didn’t either. Hard to find guys in a trade that don’t drink! I’d have to drink if I was a painter.

This OP. Depending on what it looks like, you could also add a junction box with the wires and label it so that its extra safe and there are no exposed wires. A junction box is really all you need here.
