Yep, game developers should work within the constraints of the hardware.
Nintendo's first party titles do a great job at this. Even if they aren't the most technically impressive titles, they possess strong art design and run flawlessly.
To often, what you see are games that really exceed the capabilities of a console and are downgraded through drops in native resolution or framerate.
I'd say if the game doesn't run in 1080p, the upscaling should be good enough to where it's difficult to even notice the game isn't 1080p.

30 FPS should be the baseline framerate for every game on every console.
1080p should be the bare minimum resolution in 2015. Too much detail is lost with a 720p image blown up on a 1080p display, especially on larger screens. I would rather a game run in native 1080p even if the graphics aren't quite as good.
I mean, it's not like they put a lot of work in the all of the models. There's not a ton lost.

Xbox has been getting 900 p so I don't know why you expect 1080 on wifi u

Wii U has a pretty large assortment of native 1080p titles.

Depends on the game and what's being ported to what. XCX is an exclusive, so it's being made soley for one set of specs. Due to that, you'd expect more optimization. I don't think anyone was really expecting this to be 1080p though.

I got my copy about a year ago and it was a rainy day today here in Cola, SC so I finally sat down and was determined to get into the game.
I had 2:30 hours played a little over a year ago and today alone I put in 7 (like I said it was a rainy day so I have no shame)
The only complaint I have is the complexity. I don't like getting new tutorials 5/6 hours into the game and think it is a big reason I didn't get past 2:30 hours on my first attempt.
