Trend in video games to use still pictures and not animated videos in cutscenes

I noticed it in W3 with the last expansion, now I see it in DoW3 and have seen it in other games. Is it a cost cutting measure or laziness? I am not fond of the trend.

Cost cutting. If all of the cutscenes use this style I'm not a fan. I can't blame kickstarter funded games for trying to save a few dollars here and there.

This is actually fairly common in moderately big anime. They'll pan up on a portrait of a character slashing a bunch of guys falling in the background. Doesn't bother me probably cause I'm used to it.
