It's like the two super cops from The Other Guys. Not only did they clip his head with the back tire, they also cut off the path he was traveling down.

Finally picked this game up 2 weeks ago. The missions, voice acting, and of course the strippers are all superb. Just hope I can stay focused enough to beat it as I almost always get sidetracked in GTA games starting massive wars against the po-po hoping to create an epic showdown like that video.Posted on 6/6/15 at 3:09 pm to Neauxla_Tiger
turn on some of the cheats and go to your nearest 5-lane and blow up a bunch of cars so there is a wall of blown up cars preventing people from going through. (youll need lawyerup and painkiller, at minimum)
Then when they all get piled up and stopped, throw a single grenade and blow them all up (use lawyerup to get rid of the cops).
Stand atop the wreckage and watch as the explosions renew themselves as panic'd drivers keep trying to drive through the fiery inferno.
I stood and watched this for about 30 minutes before I got bored. The screams still haunt me.
Then when they all get piled up and stopped, throw a single grenade and blow them all up (use lawyerup to get rid of the cops).

I have to do this now.
I wish they put the swing set glitch from IV in. You can launch your car with gates, but it's way too inconsistent.
