It's optimistic, but not crazy. A series that declines in sales due to saturation will likely show great improvements after a drought. Especially considering a new one would gather a lot of headlines.

In my opinion, the only way they could really make enough noise for it to be feasible long term would be a deal with the NCAA to allow player likenesses. It could be done through the NCAA allowing schools to give a little extra money on their football scholarships or stipends as "compensation".
If they could pull that off and focus on recreating the atmosphere and pagaentry, especially for power conferences, of something like a night game in Death Valley or Bryant-Denny between LSU and Alabama, they'd have a shot. People buy college football games because they're passionate about a school, not any of the players. Make it more authentic with player likenesses and make it seem less dead in there, and I'll buy it.

home field advantage and crowd interaction in game is something they were getting great at in the mid 2000's from an audio standpoint.
Then as they moved along in the series environments just lacked in quality. Crowd got louder in some big moments but that was about it. They couldn't even get the size of crowds right at some games.

Absolutely it peaked on PS2. I still own NCAA 04 and 06 on PS2. I play them just as much as I play 14 on 360 in the fall.
There's just something about the pageantry that they got right in those early editions of the game.

Big reason why FIFA passed Pro Evolution in the soccer world, even though some people think Pro Evolution is still the better one in terms of gameplay.
Licenses are the lifeblood of sports games now. Very few can get away with not having them.
