I am not shocked that PSN is defaulting to the next lowest minimum amount (ie $10 instead of $5) every time I make a purchase for less than $5.

What I am saying is never have this issue. Just purchase the game and it charges the correct amount.

Yeah, I've made a couple of seperate $5 purchase during the sale, it added $5 to my wallet each time

Keep in mind that I'm not adding the money to my wallet first before attempting to buy the game. Maybe that's the difference here? If you add the money on your own (outside the processes of buying a $5 game) it forces you to add it in $10 increments?
