PC won't boot past logo

Posted this on the tech board as well. Thought maybe someone here could help
Turned on my desktop PC this evening. Gets to loading screen at the windows logo and freezes.
Tried booting in safe mode. PC freezes in the middle of it booting in safe mode
Tried getting into the bios. Get message "noexecute=optin". Only have choice to hit enter or escape. Both take me to Windows logo that freezes.
Startup repair shows no problems and for some reason I have no restore points.
I do not have a DVD drive anymore, so using the install disc will require I buy a new DVD drive.
All components are new enough that none are shot or dated. Everything has been working consistently thus far until today.
Any suggestions?

So you can get to the restore option? Probably have to reinstall windows then, you don't need the disc.

Sounds like you fricked up something in your windows system folder.
Do you have your Windows install disc?
But btw Greatest Gift I can tell people is to Download Hirens Boot Disk and Put it on a Jump Drive or a Disc.
So much time saving with it.

I havent messed with anything. Went away for a week for a work trip. Came home, booted it up and it started freezing.
I think I'm just on a have to buy a new windows install disk and start over. Pisses me off.

I would pull that HDD out of the system and put in another system just to see if the drive is recognized. Your HDD may have shite the bed. It happened to me a couple of weeks ago.
My PC would not even get to the Windows screen, however. Screen would come up with manufacturer logo and sit for about 30 seconds, reboot, and repeat. Tried running start up repair from usb install disk; nothing. Tried System Restore next. No restore points showed. Tried Restore this PC and like you was not given the option.
It ended up being that my less than 6 month old Samsung 950 Pro NVMe SSD had totally failed. Luckily I always move my entire user folder to another drive during install of Windows and I keep backups of all my files as well so I did not lose any pics, docs, etc...

Do you have a spare USB drive and a laptop? If so, download an ISO and load it to the USB.

I bought a Windows 7 key from here a couple of months ago, but ended up not needing it. They run $19.99. I'd send you the key I got, but I don't see a PM function on TD. Maybe I'm missing it?

Can someone explain to me why in the hell I have to manually download drivers onto a USB in order to update drivers on a freshly installed version of Windows?
I've never had to do this. I plug the ethernet cable in and roll. I've never had this issue. fricking annoying.
