gtx1070 fans not spinning

Do they only come on when it heats up?
I downloaded HWinfo but don't see temperatures anywhere.
I'm getting periodic snowscreen, mainly on display #2 for 3-5 seconds, probably once every 5 min.

Yeah some cards will only turn the fans on when temperatures reach a certain threshold. I had a GTX 950 that would do this.
