A new city would be cool, but I'd put money on it being Vice City as the new locale.
Just expand the map like they did with GTA5 and make it like Florida. Add the everglades and keys.
My money is on the state looking more like cock and balls than actual Florida on a map.

Vice City in 2017 etc. or so would be interesting, would be cool if they updated the game with natural disasters. Hurricanes or even a waterspout, have some parts of the city reminiscent of the 80s. Cafe 80s Easter egg.
But yeah, I was thinking it would be a great updated location especially if they keep expanding the map more so than gta5.

GTA Hong Kong would be fricking awesome. It's really just America with an Asian twist. Tokyo I think would be too big of a culture clash, while a sizable portion of Hong Kong is American in nature.

You could easily get 4 Islands out of Hong Kong. Say your main character has a brother or cousin who has gotten in some serious shite in the underworld and with the cops, and while you're trying to get your brother back to America, but then you get dragged down to the underworld with him. 1st island would be Kowloon (more the slums), the second would be Hong Kong Island (big city), third would be Lantau (smaller towns and nature), and finally Macau (casinos and resorts). The timeline would either be 1997 or really now with the amount of civil unrest within the city. I really think Hong Kong has tons of potential.
