It's been 16 years since a non-Korean has won on South Korean soil. Canadian Guillaume "Grrrr..." Patry won the Hanaro Ongamenet Starleague in 2000 over South Korea's Kang "H.O.T-Forever" Doh Gyung when they played StarCraft: Brood War. Neeb was two years old at the time.

a part of it might be because the Korean eSports complex has been a "serious" thing for waaaaaaay longer than any other region

I've watched a good number of SC2 replays in the past few months and they're quite entertaining. Some of the GSL finals I watched with MVP, Life, Parting etc were fantastic. There is quite the turnover when it comes to how long players can maintain the skills it requires to be world class. There are only a handful of names challenging today that were also highly competitive just a few years back.

Can anyone comment on how common this is in different eSports? For instance LoL or CS are there pretty routine cycles in great new players/teams?

CS there's hardly any turnover. The players that were good at the beginning of the scene are still the ones dominating today. Teams like Virtus Pro are a bunch of married dudes pushing 30 still playing at a top 5 level. Meanwhile in League, with the exception of a few players, a lot of the talent on top teams now didn't emerge until season 3 (3 years ago). A lot of this has to do with the changes League has made in core gameplay and mechanics. Strengths that were important back at the beginning of the LoL scene aren't as important now and champions are much more demanding on an individual skill level.

Because they're Asian. They are smarter and better than other races in tasks such as this. They won't ever become an NFL LB, but they can play the shite out of video games.

And, yes, they also take this shite seriously. Sort of like the Russians used to do with Chess.
