He has a 10% chance to spawn after that point. Before that he is 100% on consoles.
He is 10% the entire time on PC.
I have yet to see him a single time.

I beat the warrior and I guess I'm in Vault Hunter mode now cuz this shite seems kinda hard.

The only useful thing I've gotten from him was a purple grenade mod.

Difficulty level escalates quickly in Vault Hunter mode.
In normal mode you could use an old gun for a while after you outleveled it and still be alright. Some of the later missions in TVHM are ridiculous if you have weapons that are more than a level or two below you.

I killed The Warrior and Jack and the game still seems to be continuing. What is this about?
If it's anything like the first game, it doesn't automatically go into playthrough 2. You have to select that in the menu, I believe. This allows you to go back and finish other quests you might want to do before starting over.
What I think it means is that one of the NPC's (Non Playable Characters...........;) mentioned something about a quest, but until you kill a certain creature or find a certain item, you're not exactly sure what the quest is. You just know what area to go to.
Yea, I had the same thing. I just started TVHM at lvl 33 (34 now) siren. It hasn't been too bad so far. I haven't gotten much into it yet though.
The last mission I completed was killing Boom Bewm. I have a feeling Flynt is going to suck.
