Are there any games out there with San Andreas like gang warfare?

That was one of the most fun aspects of the game and I want more or it.

Played and enjoyed the saints row series. 4 was a little out there for me.
Never played mafia.

I wish GTA V had gang wars like San Andreas did. The only way to mess with gangs in GTA V is to go shoot up some people in the neighborhoods, then you get a wave of dumb AI. If I remember correctly, SA, when you ran a neighborhood, you would get random ambushes in those hoods by rival gangs.
