So who's got the cheapest prices on milk & butter? I've discovered that Costco beats Sams on both items...and Restaurant Depot isn't as cheap as you might imagine. Am I missing any crazy low prices on milk and butter in the NOLA area? TIA.

Shop Rite (a gas station) has the cheapest milk near me. Red Cap Bordens is $4.

Sav-A-Lot has the cheapest butter.

Yes. Milk is subject to all kinds of state and multistate-compact protectionist rules and price supports, Without them, though, many or all local dairies could go under in an area, and we would be dependent on dairies in a concentrated area, say in the Midwest. Something bad happens there, and no milk for anyone.

Walmart is usually $3.50-$4 for a gallon in Baton Rouge, but Sam's is about $2.50-$2.75, definitely comparable to Costco. I hate the weird square gallon jugs from Costco because my kids end up spilling it (I think it has something to do with the way the hole at the top is configured), so I usually try to get it at Sam's.

CVS or Walgreen's usually has Brown's dairy for less than $4.
