The recipe for a 10 gallon pot at 80% full says I need 10.24 lbs of pasta. Is it really a 1 to 1 weight conversion of rice to pasta?

Depends on your meat and veg content and how wet you want it.
10lbs isn't too far off.
I typically do 20lbs of meat for 10lbs of dry pasta.
Finish meat and veg. Add dry noodles and stir. Add water to just below the top of ingredients and stir until noodles are tender.
I do not lid pastalaya.
