It's both, I believe. They receive old arse product and then it just turds away because nobody wants old arse IPAs. Except for Martini, I guess

Well they all age. But the vast majority of them don't age well. Some IPAs when first packaged haven't settled down into their optimal range -- a week to ten days and they generally get there. That's for some, not all. Regardless, as time passes what slowly begins to happen is the wonderful hoppy flavors begin to subside and some of the latent sweetness that come from the malts begins to creep into the flavor profile. People argue all the time about when that happens, and to a degree it's subjective, but it's also different for every beer out there. My rule of thumb when buying an IPA is I try to buy something that's less than a month old. That's just personal preference. If I really want it and it's 6 weeks old I'll take a flyer on it. After 6 weeks I'm generally taking a pass.

Also as a general rule, cans hold up better than bottles.

There are some beers out there like Dogfish Head 120 minute IPA that, while labeled an IPA, don't drink like an IPA. These are for all intents and purposes barleywines. Barleywines age extremely well. Another one is South Carolina's Thomas Creek's Up The Creek IPA.
