Generally, one liter of alcohol per person may be entered into the U.S. duty-free by travelers who are 21 or older, although travelers coming from the U.S. Virgin Islands or other Caribbean countries are entitled to more. Additional quantities may be entered, although they will be subject to duty and Federal excise taxes, which will be assessed and collected at the port of entry.
Alcoholic beverages purchased in duty-free shops are subject to duty and federal excise tax when accompanying you into the United States. Note: Federal excise tax rates are for informational purposes only as actual tax or fee may vary according to a person's circumstances.
has anyone had issue bringing a bit more back? I mean I would like to bring about 3 bottles back but each bottle would be between 16-22oz. What about through non-checked baggage?

Brought six bottles of wine back from France. The only issue was the weight. Wrap them in jeans and stuff them in your suitcase. Nobody cares.

I was told by a customs agent in ATL that this rule only applied to hard liquor. I couldn't really find anything supporting his claim, but I figured I'd go ahead and pass that on.
Plus, there actually isn't a limit on the amount you can bring into the country other than it has to be for "personal use". They say that basically equals a case of liquor. You may have to pay a tariff on it, but you can definitely bring it in.
