That's the railroad tracks across from the Capitol Annex. That's about 3-4 (vertical) feet from the rails to the water.

That is definately a real hippo. My cusins bothers friend said he saw it on he way home. He is fat just like a hippo so he would be able to reliably determine that it was a hippo.
