Who should I start at QB?

4 points for passing TD's, 1 point every 25 yards.
QB options:
Russel Wilson at Indy (4th best fantasy defense against QB's)
Alex Smith at TN (6th best D against QB's)
Brian Hoyer at home against the Bills on the Thursday night game (19th best D)
I own Jamaal Charles, Wes Welker, Brandon Marshall and Jason Witten (PPR league) so I'm not banking on huge production out of my QB. 15-20 points would be perfect for me this week. Any advice? Thanks in advance.

I think Hoyer could have a solid game against the Bills. But Wilson is probably the safer bet if you're already stocked.
In my main ppr league (6pts passing TDs), Hoyer is 34 points, 27 points last 2 weeks.
