Really Weird "Trade" Situation. Need Help

I am the commish of a league with my friends with League Manager power.

Team A is 6-2. Team B is 3-5. Team B is winning the matchup 80-68. Team A has Jordy going tonight. Team B is out of players.

For future reference, Team A owns Demaryius Thomas on his bench, and Thomas is on bye. Team B owns AJ Green and Hakeem Nicks. The relevance is below.

Team B proposed this to Team A:

"I have a proposal for you. If you start Demaryius Thomas tonight instead of Jordy Nelson, then I will give you you one of two players for the rest of the regular season. If Jordy ends up scoring more than 12.9 on your bench, then I will give you AJ Green. If he ends up scoring less than 12.9, then I will trade you Hakeem Nicks for your trouble. I really need a win this week and you need another viable WR. Let's do it."

Team A sent me this text asking me if it was legal. While there is nothing explicitly against this in the league rules, Team A is intentionally losing a game. Is this collusion, fair, or what?

Defintely collusion.

Directly and purposefully changing the outcome of a game is "illegal"

So yeah this would not fly in my league.

Especially since there are other teams in the league that would be pissed about it.

I looked up "collusion" on dictionary.com and I found this:

You cant offer players as a bribe to throw games. No its not legal.

Thanks. That is how I felt as well.

Team A is my best friend in the league, and he did want to do anything to compromise the integrity of the league. He asked me, and it sounded like straight collusion. He said he will not do if I view it as collusion. He also wanted to know what the process is on this matter.

Team A and I are texting. He said he will not go through will it. No big deal.

Team B is a frick face, and I hope he misses the playoffs.
