Hilton is a better value, but also comes with risk considering we still don't know if Luck will be ready for Week 1 and they just lost their C. Assuming a bunch of other WR's are being kept, I would keep Hilton, but I wouldn't be real happy.
Is it PPR?

You're essentially slotting Hilton for $26 as your WR2 or even flex. Guy led the league in receiving yards and is still one of the few guys who is head and shoulders above their team's next WR, meaning he will be targeted out the wazoo
RE: Luck missing time - I see people are still paying up for Zeke and he's missing 7 games. I kinda look at it similar if luck misses time, though it won't be as many games.
